This anemometer is acceptable for demonstration use to show students what an anemometer is. It doesnt do much more than that though. There is nothing on it to read the wind speed and the cups loosen easily.
Even if visually counting the number of times the cups spin per amount of time and calculating the wind speed from that, it would be difficult to obtain an accurate measurement due to the loose cups.
If looking for an anemometer that is useful for applied meteorology, look elsewhere. If a quick demonstration model is all you need, this should do it.
